Entering World Trade Organization (WTO) is a very important issue for Taiwan to participate in international society. Signing Agreement on Government Procurement is one of the necessary conditions for Taiwan to become the member of WTO. According to many statistical data shows that government procurement is the largest consuming unit for many countries. The annual expense for the government procurement is about 10~15%of GNP. It is related to not only the stability of national economics, but also the development of industries. Therefore, the purpose of this paper is to explain how to adjust or modify current policy and system of government procurement for Taiwan to fit the needs of WTO. In the meantime, the impact of opening market to the industries is also evaluated in this paper. By doing so, the meaning of Agreement on Government Procurement can be better understood.
