治安策略公共性的理論探究

摘要

公共性一向是公共行政、公共政策與公共管理等學科的理論核心，但是各家學者從不同觀點研究公共性，使得公共性呈現不同的內涵。本文首先從研究途徑與本體論意涵等兩部分，分別檢閱與公共性、公共利益以及公共價值的有關文獻；其次，就內政部警政署所發行的「警政白皮書」與「警政工作年報」一書，有關「治安情勢分析與對策」章節中所陳述的治安策略，依學者所發展的「公共價值接近性」作為基礎，將這些策略概念化，最後再從本體論意涵建構治安策略公共性的不同構面。研究結果發現我國治安策略的公共性概念有偵查犯罪、警政服務、社區參與以及治安網絡，其中又可歸類為強調效率與強調回應性雙重構面；最後，分別討論效率與回應性對於實踐治安策略公共性的啟示。

Publicness has always been the theoretical core of public administration, public policy and public management, but scholars discovered this topic from different aspects making it presented different connotations. This paper proposes two lenses for analyzing literatures in the publicness of public administration-research approaches and ontological implications. Then the author analyze the strategies published in Police White Paper and Annual Report of Police Tasks, and the conceptualization and dimensions construction to these strategies are conducted by using proximity of values as the basis. Results show that the concepts of publicness of policing include crime investigation, police services, community participation, and social order networking. Dimensions elicited, are the emphasis of efficiency and of responsiveness. Finally, the implications to the practice of publicness of policing are discussed.
