城鎮化下非經濟快速發展區域城中村探究—中國河南省的個案研究

An Urban Village in the Less-Economic-Growth Area under Urbanization Force-The Case Study of a Village in Henan, China

摘要

隨著中國城鎮化的持續推進，城中村改造問題逐一顯現，政府、社會資本與村民之間不斷在改造過程中進行利益博弈。河南省焦作市的城中村改造始自2006年，隨著城中村改造任務不斷擴張，由政府、城市管理所帶來的問題開始逐步加深。本文以焦作市CH村為個案，透過文獻分析及田野調查等方法，針對該村改造前及改造後共存的城中村現象進行質性研究。研究發現，土地補償、拆遷補償和安置房及更深的利益糾葛等因素，是導致該村村民、村民委員會、政府及開發商之間產生矛盾和衝突的最主要原因。最後，針對未來非經濟快速發展地區的城中村提出改造建議。

With the continuous developing of urbanization in China, the problems of urban village reconstruction appear one by one. During the transformation of urban villages, the government, social capital, and villagers continue to engage in interest games. The urban villages in Jiaozuo City, Henan Province have been renovated since 2006. With the continuous expansion of the task of rebuilding villages in cities, the influence brought by the government and urban management has gradually deepened. This article takes CH Village in Jiaozuo City, Henan Province as a case study, and studies the village-in-city phenomenon in CH Village that coexisted before and after reconstruction through the qualitative methods of document analysis and field investigation. The analysis found that these conflicts of interest are mainly land compensation, demolition compensation, resettlement housing and deeper interest entanglements. These reasons directly lead to contradictions and conflicts among villagers, village committees, governments, and developers. Last, suggestions for the reconstruction of urban villages in non-economic fast-developing areas in the future are put forward.
