Business Processes Re-design Using Accountability Paradigm with IDEF Modeling and Simulation

應用IDEF建模與仿真技術之問責導向企業流程重新設計

摘要


企業流程主導企業商業經營的方式並內含企業運作的效率與績效。企業不斷的致力於設計更好的企業流程來提升生產力、降低成本和工作的前置時間,以及使產出最大化。而流程的設計者通常專注在投入生產線活動或任務的細節,而忽略了設計該流程的確切目標。在本文中,我們提出了一個新企業流程設計的Accountability Driven Paradigm (ADP)方法,可以讓設計者和使用者在進行一組流程活動的選擇和確立之前,專注在流程設計的需求與邏輯以準確的實現與達到企業流程欲完成的最終目標。而為了有效的實施ADP的方法,我們使用系統工程中的IDEF模型以及系統模擬的技術來進行企業流程的再造。根據ADP概念,運用IDEF來建造出as-is與to-be的模型。藉由系統模擬技術的使用將這些模型從邏輯的評估、靜態分析與動態模擬三個方面來做比較,以達到期望的績效改善。

Business processes dictate the way firms conducting business and encapsulate the efficiency and performance of business operations. Companies constantly strive for designing better business processes to streamline business throughput, to reduce costs or work lead-time, or to maximize output. Process designers often focus on the details of tasks/activities involved and overlook the true objectives that the processes are designed for. In this paper, a new approach of Accountability Driven Paradigm (ADP) for business process redesign is described. The ADP enables the designers and users to focus on the requirements and rationales of the process design, before settling into selecting and committing to a set of activities. Consequently, the ultimate objectives of the business process can be realized and achieved. To effectively implement ADP, IDEF modeling and simulation techniques are used to support process reengineering as system engineering. ”As-is” and ”to-be” models are constructed using IDEF based on the concept of ADP. These models are subsequently compared via logical evaluation, static analysis and dynamic simulation to achieve the expected performance improvement.
