臺東縣關山鎮親水休閒農業區發展策略之研究

Study on the Development Strategies of Leisure Agricultural Area in Guanshan Township in Taitung County, Taiwan

摘要

本研究主要目的以社區居民及輔導部門為對象，探討關山鎮親水休閒農業區的休閒農業資源及社區現況條件、對發展潛力評估之認知、期望發展方向與條件。研究結果顯示，居民對關山鎮親水休閒農業區之人文資源的文物及古厝等完整保存、可利用加強創造新的產品，增加休閒農業區的經濟產值並擴大市場競爭、在發展關山鎮親水休閒農業區之餘，也應推動並重視在地的生態保育等三大項之同意程度最高。最後參考輔導部門意見，依據關山現有特色資源與產業活化之創新而取得競爭優勢之現況，是符合策略自由度型之發展策略，因此以策略自由度型研擬關山鎮親水休閒農業區之發展策略最佳的選擇，除需持續引進學界輔導及訓練休區各業者嶄新觀念及知識外，政府部門亦需整合各項休閒農業旅遊資源，結合周邊旅遊設施，以創意開發如景觀、生態旅遊等新興產業，藉以帶動在地產業整體發展。

The purpose of the research is to confer the leisure agriculture resources and community-existing conditions, expectations of the development direction and the assessment of development potential of Guanshan Township waterfront leisure agricultural area. The community and counseling departments are adopted as the targets of survey and interview. The results showed highest identification of the residents on resources preservation of local cultural heritage, innovation of new agricultural products, increscent of economic output value and enlargement of market competition ability, and promotion of local ecological conservation of Guanshan Township waterfront leisure agricultural area. Finally, according to the opinion of counseling departments and local specific resources, innovation, and advantages, the ”strategy degrees of freedom” type is most suitable strategy to develop of the leisure agricultural area. Except for introducing academic counseling and training resource and sending new ideas and knowledge to coworker of the area, it's necessary to integrate the kinds of agritourism resource and surrounding tourism facilities, and to develop creative industries such as landscape, eco-tourism etc. by government. It's benefit to the overall development of local industry in the leisure area.
