摘要

本研究以新竹縣為研究個案，應用資料包絡分析法DEA（Data Envelopment Analysis）評估新竹縣17個消防分隊整體效率；本案採用CCR、BCC及FDH模式，參考相關文獻選定7個投入及產出項。應用技術效率、規模效率、差額變數分析及規模報酬等分析，評估17個消防分隊之相對效率。研究發現，樣本消防分隊平均整體效率尚可，共有8樣本消防分隊達固定規模報酬，其餘處於規模報酬遞增階段，無樣本消防分隊處於規模報酬規模遞減階段；以竹北及湖口分隊被參考次數較多，在評量上有較大的效率貢獻；而FDH模式無法找出真正有效率之單位。

This research is based on the case study of HsinChu County. We use the DEA (Data Envelopment Analysis) to evaluate entirety efficiency of 17 fire stations in Hsin Chu County. With CCR, BCC, and FDH patterns, we consult every documents to pick 7 inputs and outputs. With technical efficiency, scale efficiency, slack analysis, and returns to scale analysis, we also evaluate the relative efficiency of these 17 fire stations.According to the research, the specimens of fire station perform acceptable on average entirety efficiency. There are 8 specimens reach the goal of constant returns to scale. The rest of the fire stations remain increasing returns to scale. No specimen of fire station remains constant returns to scale and increasing returns to scale. Jhubei and Hukou fire stations were referred more frequently, and were contributed more on evaluation. On the other hand, FDH can't get the real efficient unit.
