In 2000, Taiwan finally enacted the “Two National Defense Acts.” The purpose of this study is to examine various aspects of their legislative process in depth through literature reviews and interviews. It will depict the process and key factors from drafting, reviewing, negotiating to pass the “Two National Defense Acts” in the Ministry of National Defense, the Executive Yuan and the Legislative Yuan. Some other articles will also be discussed and explained. The “Two National Defense Acts” primarily deal with the problems of “unified military administration and command, civilian control, nationalized armed forces, and joint operation”. Tung-Fe, the former minister of National Defense, had played an important role in the enactment of the two Acts and defense reorganization.
