In order to solve the shortages of capital, expertise for infrastructure, and avoid the bureaucratic procedures, the authorities around the world have sought private-sector corporation's involvement which sets off a wave of privatization. In the conditions, Taiwan joined the global trend and adopted privatization policies. The Law for Promotion of Private Participation in Infrastructure Projects was enacted with a broader definition On September 2, 2000, the outsourcing policy of sports arena is to give the management and operation rights of the arena, the public complex to the private sectors. However, the government provides the land, completing constructions of the building and facilities, and has contracted with the private company for management and operation. Therefore, it is essential to understand the relevant policies and regulations. This research began with the introductions of laws and outsourcing management policies concerning of public sports facilities, followed the discussions of different outsourced operating models, finally, the research findings could be the beneficial references for sports related industries.
