Outsourcing Policy and Operating Models for Public Sports Facilities in Taiwan

摘要

為解決現有公共建設資本短缺，專業缺乏，並克服傳統公共行政之缺點，各國透過民間企業的加入，解決相關問題，因此，促成民營化潮流的興起。我國亦開始推動民營化政策，成為世界民營化的一環。2000年2月9日於促參法公布施行，對於公共建設採更廣義定義。現今運動場館之委外經營是將公共營造物委託民間經營，由政府單位提供土地，完成建物與設備後，再轉由民間企業經營管理與營運，大型運動場館亦屬於委託經營模式之一，瞭解相關政策與法令發展自有其必要。本文從我國公立運動場館委外經營政策與法令起頭，接續探討公立運動場館委外經營模式，提供有益的資訊，做為運動相關產業之參考。

In order to solve the shortages of capital, expertise for infrastructure, and avoid the bureaucratic procedures, the authorities around the world have sought private-sector corporation's involvement which sets off a wave of privatization. In the conditions, Taiwan joined the global trend and adopted privatization policies. The Law for Promotion of Private Participation in Infrastructure Projects was enacted with a broader definition On September 2, 2000, the outsourcing policy of sports arena is to give the management and operation rights of the arena, the public complex to the private sectors. However, the government provides the land, completing constructions of the building and facilities, and has contracted with the private company for management and operation. Therefore, it is essential to understand the relevant policies and regulations. This research began with the introductions of laws and outsourcing management policies concerning of public sports facilities, followed the discussions of different outsourced operating models, finally, the research findings could be the beneficial references for sports related industries.
