本文主要說明起草「教育部主管各級學校緊急傷病處理準則」各方面之考量因素,以學校緊急傷病處理的邏輯基礎為意識主軸,完成實務工作的四大要項為行動綱要,所要面對的問題焦點是緊急傷病患者的處理現場。 建立一個符合快速、確實運作效率的學校緊急救護系統,應包含實務層面的重要條件:「建立行政運作機制」、「急救知能訓練」、「急救設備及其維護使用」、「社區醫療資源合作」。 學校所建立的緊急傷病處理系統必須與地方緊急醫療救護體系相互連結合作,才能產生到院前緊急救護的最大效益。由於校護團體的努力爭取,加速了台灣地區急救教育的發展腳步,學校緊急傷病處理準則草案條文起草過程討論深入而熱烈,目前已完成草案條文及其說明,成為學校健康服務工作項目之重要依據。
The primary purpose of this paper was to provide a description on various factors considered in drafting “proposed Principles of School Emergency Care Management of the Ministry of Education”. The basis of the draft is based on logical basis the school shall adopt when coping with emergency care management. Four major items have been accomplished as guidelines for actions. The focus of the problem is on-site emergency treatment of patients. The articles call for the establishment of a quick, accurate and effective school emergency procedures and include such important items as “Establishment of administrative and operating system for campus emergency procedures”, “First-aid training of school personnel and mentors”, “Equipment used in handling emergency procedures, its use and maintenance”, “Cooperation and utilization of community medical resources.” The Emergency Care Management System established by the school should be able to collaborate with the local Emergency Medical Services System in order to achieve the optimal benefits when confronted with major injuries. Zealous efforts of school nurse groups have accelerated the pace of development of education on how to cope with emergency cases in the Taiwan area. Discussions on draft articles are in-depth and enthusiastic. Currently, the draft and its description have been completed and has become the basis of emergency measures at various school levels.
