學校衛生工作新模式-健康促進學校

A new model to implement school health programs-health-promoting school

摘要


1986 年渥太華健康促進憲章頒布之俊,世界衛生組織即積極協助各國在學校、社區、醫院、島嶼,乃至於監獄等場域推動各項健康促進計畫,“健康促進學校”(Health-promoting School )的概念於焉產生和發展。 健康促進學校,根據世界衛生組娥(Wold Health Organization, WHO)在1996年所下的定羲是「指學校社區的全體成員共同合作,為學生提供整體性與積極性的經驗和組織,以促進並維護學生的健康。」 健康促進學校計書應包含學校衛生政策、健康服務、健康教育課程及活動(個人健康生活技能)、學校物質環境、學校精神環境(學校社會環境)和社區關係等六大層面行動。透過這六大層面行動的推展,使得學校不僅成為傳授知識的場所,更是獲得健康的場所。因此,發展健康促進學校不僅有利於學生健康的成長,而且學校的教職員工、家長和其他社區居民也皆能蒙受其利,享有健康的生活。 健康促進學校是推動學校衛生工作的新模式,也是當前世界衛生組織在各會員國積極推動的重要政策。我國雛然不是世界衛生組織會員國,但是,一則不宜自外於這個地球村,二則為促進我國各級學校學生及教職員工之健康,期盼國內各級學校能及早全面探取「健康促進學校」模式,推動學校衛生工作,使我國學校衛生事業亦能順應世界潮流,迎合新世紀之需求。

After the issuance of the Ottawa Charter for Health Promotion in 1986, the World Health Organization has encouraged the member states to implement a variety of health promotion programs in different settings, including schools, communities, hospitals, islands, and even prisons. Therefore, the concept of health-promoting school was initiated and developed. Health-promoting school has been defined by WHO in 1996 as ”A health-promoting school is a place where all members of the school community work together to provide students with integrated and positive experiences and structures which promote and protect their health.” There are six domains in a health-promoting school program, including school health policies, the physical environment of the school, the school's social environment, community relationships, personal health skills, and health services. By implementing the HPS programs, a school will become a place where not only for acquiring knowledge, but also for improving health. Developing health-promoting school, as showed by the evidence, is beneficial to the health status of students, school personnel, parents, and community residents. Health-promoting school is a new model utilized to implement school health programs. Currently, it is also one of the WHO's important policies for the member states. No matter Taiwan is not a member state of the WHO, it is not the reason for us to be isolated from the global village. In order to promote the students and school personnel's health and to keep pace with the trend of school health in the world, it is necessary for us to apply the new model to implement school health programs in Taiwan as soon as possible.
