With the phenomenon of democracy, openness, and globalization, the bi-humped phenomenon of the M-mode society in Taiwan is getting more and more obvious. The gap of the students' learning performance is even more significant because of those disadvantages such as urban-rural, socio-economic, ethnic, cultural and individual differences. In order to effectively improve the weak students' academic achievements, ministry of Education has been promoting the policy, ”Collaboration plan: supplemental educational services” since 2006. The gist of the research is to introduce the policy processes, including the issue background, agenda setting, policy formulation and implementation. Also, the purpose of the research is to find some suggestions to enhance the effectiveness of the policy by evaluation the implementation of the policy in the Kaohsiung schools.
