The purpose of this study was to analyze the in-service workshop programes held by the Changhua County Government for the principals' professional development. Also, questionnaires were used to know the principals' satisfaction and needs. The study would be a reference for the educational administrative institutions. The conclusions are as follows. Few principals of the elementary and junior high schools in Changhua counties were satisfied with the in-service workshop programs for their professional development. But they held a positive attitude toward the professional in-service workshop programs and agreed that the workshop programs could enhance their professional development. The knowledge the principals wanted to know the most was the latest educational reform abroad and in Taiwan, and the recent trend in eduction. The professional knowledge that must be strengthened most was the educational laws and policies. The educational laws and policies were also the newly-occupied principals' top priority to study. The in-service workshop program that the principals hoped the Changhua Government and other institutions to held was the common sense about the laws. The main suggestion for the workshop programs was to arrange the workshop programes at separate times.
