本研究主要以第一線執行社會救助業務的社政人員為對象,希望瞭解其對低收入戶、對社會救助制度、對脫貧效果的看法,並建立一個貧窮態度解釋模型,本研究共計回收有效問卷191份。研究結果顯示,性別不同在貧窮態度上有顯著的差異,但專業背景及服務層級上則沒有顯著不同。在貧窮態度的解釋模型上,透過模型設定探索方法,我們發現對低收入戶的看法會影響對社會救助制度的看法,而對社會救助制度的看法又會影響對脫貧效果的看法,但對低收入戶的看法並不會直接影響到對脫貧效果的看法。研究者認為社會福利行政人員對貧窮者(低收入戶)的態度會影響其對社會救助業務的執行,因此社會福利行政人員應避免過度的主觀價值涉入影響專業的判斷。
This study is mainly to understand the street-level social welfare administrators' attitude towards the poor, the social assistance system, and the effect of poverty alleviation, and establish a causal model of poverty attitudes with a total of 191 valid questionnaire responses collected. The results show that there are significant differences in gender, and there is no significant difference in professional backgrounds and service levels. In the explanatory model of poverty attitudes, the attitude towards the poor affects the perception of the social assistance system, and the perception of the social assistance system also affects the perception of poverty alleviation, but the attitude towards the poor does not directly affect the perception of poverty alleviation. The researcher found that the attitudes of social assistance administrators to the poor affect their professional discretion. Therefore, social assistance administrators should avoid excessive subjective value affecting professional judgment.
