行政院海岸巡防署(簡稱海巡署)日前曾就其組織法提出修正草案。該草案中將現行署下所轄海岸巡防總局及海洋巡防總局裁撤,因此,兩總局之下各自設立之「人員研習中心」將整併為署下之「人力發展中心」。此外,修正草案中亦提出「得設海巡學校」。在此組織重組的過渡期中,數項議題乃浮現而出,包括海巡人員進用之前的養成教育,海巡人員進用後之在職訓練,以及現行中央警察大學水上警察學系、可能之海巡學校、未來將設立之人力發展中心與海巡署之外其他相關學術教育機構之間的互動關係。本文將由政策觀點檢視這些議題,但不提出肯定之政策建議。
The Coast Guard Administration of the Executive Yuan has recently proposed an amendment of its own organizational law by which the existing two ”General Agencies” for maritime patrol and coastal patrol, respectively, will be abolished and, accordingly, the two existing ”Personnel Training Centers” under the said General Agencies will be reorganized to become a Human Resource Development Center directly reporting to the Administration. In addition, the proposed amendment also provides a potentiality for the establishment of a Coast Guard School/Academy. During this phase of potential transition of reorganization, issues of ”pre-vocational education” of Coast Guard personnel before recruitment, their in-service training after recruitment, as well as the interactive relationship among the existing Department of Maritime Police of the Central Police University, the potential Coast Guard Academy, the to-be-established Human Resource Development Center, and the relevant academic and educational institutions without the pale of the Coast Guard Administration thus emerge. This paper examines these issues from a policy perspective but without providing definite policy recommendations.
