因應組織變革海岸巡防署軍職人員專長培訓之研究

摘要


行政院海岸巡防署自成立迄今,一直存著諸多問題尚待解決,其中「軍、警、文與關務」等不同類別的職系,產生「同工不同酬」、「海上人力老化與不足」等問題。因此,海巡署積極推動組織法修正,期以「岸、海(軍警)人力交流」政策,解決人力老化問題,惟軍職人員嚴重缺乏海事專業知能,亟需規劃軍職人員專長培訓,以肆應「海域」與「海岸」執法之需求。 本研究對象以軍職人員為主題,因此採用「個案研究」方法,探討軍職人員專長之培訓規劃,研究流程區分三大部分,第一部分包含組織願景、組織法規等相關文獻探討,以確立組織屬性與軍職人員之發展方向。第二部分透文獻分析結果與海巡專業人員之意見,設計訪談大綱。第三部分為深度訪談,訪談對象以南部地區「海巡」與「岸巡」單位之專業人員為主,並採用SWOT分析模式,調配專長培訓之最佳策略,最後撰寫研究結論與建議。 研究發現,軍職人員專長培訓應區分「海域」與「海岸」之發展方向,並取得相關證照之專業能力。以下提出建議供海巡署及軍職人員參考。一、教育訓練導向專業發展。二、建立岸海交流期程。三、岸巡編配20噸艇培養小船專業人才。四、建立建教合作提升專業知能。五、統合教育訓練中心。六、建構海巡專業學校。

Since the establishment of the Coast Guard Administration, there have been many problems to be solved. In the different categories of "military, police, civil servants and customs", there are "different pay for equal work", "human aging and lack of human power "and other issues. Therefore, the Coast Guard has actively promoted the amendment of the Organic Law to solve the problem of human aging with the policy of "human and police exchanges". However, the military persons have a serious lack of maritime professional knowledge and need to plan the training of military persons, to meet the needs of " Sea area " and " coastal " law enforcement. The research object is based on the military persons, so the "Case study" method is used to explore the training plan of military personnel expertise. The research process is divided into three parts. The first part contains the related literatures of organization vision and regulations, in order to establish the organization Attributes and the development direction of military persons. The second part is to design interview outline through the analysis of the results of literatures and professional views. The third part is the depth interview. The interview objects is in the southern region unit of professional staff. The analysis model is by using SWOT, and the deployment of expertise training best strategy. Finally, we can obtain the conclusions and recommendations of the research. The study found that military persons training should distinguish between the " Sea area " and " coastal " development direction, and obtain the relevant license of professional competence. The following recommendations for Coast Guard Administration and military persons reference. First is education and training-oriented professional development. Second, the establishment of shore-sea exchange period. Third, shore patrol is with 20 tons of boat training boat professionals. Fourth, the establishment is of cooperation in teaching and learning to enhance professional knowledge. Fifth, integrated education and training Center. Sixth, construction of sea patrol professional school.
