The workloads of navy grass-roots units, including those of the Fleet and of the Marine Corps are very heavy as well as complicated; and they usually require both officers and petty officers from all levels to dedicate their whole energy even by sacrificing sleeping hours so as to complete both the unexpected and assigned missions. Therefore, improving the working efficiency of the grass-root leaders becomes critically important. Besides, ROC Armed Forces have set up the goal of pursuing the Whole Voluntary Service Policy; and as a result, no matter the human resources and organizational structures will for sure to be downsized for building a small but capable, powerful and skillful National defense forces. Under this circumstances, how to improve the contents of the education of the Naval Academy in conjunction with current advantages and resources to fulfill both the Navy and the Marine Corps requirements by educating and training future leaders who are able to lead all levels in the Navy? This is a question that as an instructor who is in charge of the education in our alma mater must think deep and continue to review.
