中共東南亞戰略的美國因素

The U.S. Factor in PRC's South-East Asia Strategy

摘要

在中共外交戰略中，東南亞地區議題基於國家周邊安全與區域安全的考量，而非大國關係的重要議題。然而因為美國在亞太長期的戰略影響力，以及「美伊戰爭」後，美國重新關注東南亞地區，並以東南亞為軍事戰略重點，使中共東南亞戰略制訂與設計，必須同時考量美國影響因素。中共為了強化在東南亞地區的國家利益，除了對美國爭取合作，也必須顧及美中未來可能的戰略利益衝突，而預先準備各項防範作為。在美中東南亞戰略既合作又防範的情況下，美國亞太戰略取向對中共東南亞戰略形成重大的影響，中共在東南亞因應美國的戰略，亦牽動美國東南亞戰略發展。

In PRC's diplomatic strategy, the South-East region issues aren't very critical, just the only consideration of security affairs. For U.S. long terms strategic impacts in Asia-Pacific, and U.S. powers back to the South-East Asia after 2003 U.S.-Iraq War for military strategy, PRC must recalculate U.S. factor in designing South-East strategy. In order to enforce the national interests in South-East Asia, one side, PRC should cooperate with U.S. in regional security affairs, the other side, should propose variety of hedging policy to prepare future strategic interests conflict with U.S. In this situation, U.S.'s intention of Asia-Pacific strategy will influence PRC's South-East Asia policy. PRC's South-East policy has changed for U.S. factor, U.S. strategies will change simultaneously.
