CCTV對犯罪防制之實證研究：以桃園市為例

An Examination of the Deterrent Effect of CCTV on Crime in Taoyuan City

摘要

建置錄影監視系統（Closed Circuit Television, CCTV）運用於協助犯罪偵防已成爲世界各大城市潮流之一。過去硏究，多以整體犯罪數據下降來說明CCTV對預防犯罪具有顯著性的效果，也有部分學者係以文獻探討或訪談專家學者方式來肯定CCTV對犯罪防制的功效，然而，犯罪數據下降也有可能是因爲警察嚴格執法或引用先進偵查犯罪工具所獲致的結果，如何證明是CCTV單獨的功效，學者間有不同的看法。本文以桃園市政府警察局爲例，針對單一路口所設置的CCTV，以統計方法檢定路口設置CCTV與未設置CCTV，對不同犯罪案件數據所產生的預防效果爲何，並進一步比較不冏半徑距離200、400及600公尺範圍內，CCTV發揮防制效果有無差異？經實證硏究發現，CCTV確實對室外犯罪，例如：街頭搶奪、汽機車失竊等案件，產生較佳的防制效果，但此一效果會隨著設置時間與距監視鏡頭之距離愈遠而變差。另外，單一路口的CCTV所產生對犯罪的遏阻效果不如區域性的防制效果。本硏究也發現，不同地區治安環境的複雜性會對CCTV預防犯罪效果產生某種程度的影響。除了針對CCTV預防犯罪效果進行實證硏究，本文同時提出未來在運用CCTV偵畫犯罪 時如何結合影像辨識系統以節省人力資源、運用CCTV是否應結合其他偵查犯罪方法，以發揮更佳效果等議題，以供未來硏究參考。

Closed circuit television (CCTV) plays an important role in deterring crimes in many cities around the globe. In reviewing the related literature, and conducting interviews with experts, some studies explain that CCTV systems have a positive deterrent effect. Nevertheless, other variables may also play a part, in the decline of crime: e.g., intensified police enforcement and improvements in investigative skills. The present study examines CCTV's independent effect on crime deterrence by comparing crime trends between intersections with and without CCTV systems in Taoyuan city. The study also measures CCTV's deterrent effects from radius of 200, 400, and 600 meters, and finds that such effects are more significant on deterring outdoor crime. Moreover, the deterrent effect is more prominent when CCTVs are dispersed in a zone, rather than at single intersections. Finally, the integration of CCTV with image recognition systems and with other police investigative techniques may further enhance crime deterrence.
