臺中市BRT政策不同政黨之政治作為比較

A Comparison of the Political Act Between Different Parties on the BRT Policy for Taichung City

摘要


目前國內的政治氛圍及政黨關係,若前後任地方行政首長為不同政黨或陣營,則政策及建設經常在政黨輪替時產生如停工、改名、廢止等現象。因此本文將以臺中市快捷巴士(BRT)藍線為例,比較胡志強市長推行臺中市BRT政策制定及執行之決策過程,與林佳龍市長終止該政策,探討其對地方政府公共建設及城市競爭力之影響。地方政府的政策制定及公共建設,與資源分配及民眾生活福祉相關,若因為政治考量而倉促更改或終止,輕者浪費人民的納稅錢損害政府財政,重者影響民眾的生活福祉,若因政黨輪替持續惡鬥則傷害城市競爭力甚鉅。本文針對具有延續性的公共重大工程,提供可持續發展的思維,並提供對於各縣市政府制定公共政策之省思。

According to currently political atmosphere and the relationship among the political parties in domestic, if the former and the incumbent local chief executives are from different political parties or camps, which will frequently cause the local policy and development problems such as stoppage, renaming, abolition and etc. during the changeover of the ruling party. Therefore, this thesis will take the Blue Line of the Bus Rapid Transit (BRT) of Taichung City as an example, to compare the former mayor Jason Hu's decision-making process on the policy formulating and executing of the implement of Taichung BRT and the incumbent mayor Lin Chia-lung's policy of the abolishment of Taichung BRT, to explore the influence of the policy formulating above on the local government's public construction and the competitiveness of city. The local government's policy formulating and public construction are closely related with resource distribution and the lives and wellbeing of populations; if the policy modify too hastily or abolish because of the political consideration, for the less serious situation that the taxpayers' money will be wasted, for the more serious situation that the lives and well-being of populations will be greatly affected. If the changeover of the political parties keep existing and struggling, it will be much harmful to the competitiveness of city. This analysis will focus on the sustainable, important public construction, to provide the concept of sustainable development, and a reflection on the public policy formulating for municipal and regional governments.
