臺灣省諮議員之職權與主要提案分析－以第一至第四屆為例（1998－2010）

摘要

1959年臺灣省議會成立以來，以地方自治為主軸，發揮議政效益，推動省政建設。1998年12月20日省議會因精省裁撤，此後省諮議會組織運作成員隸屬「行政任命」，不再由人民選舉產生，省諮議會也改制成為省政諮詢機構，與精簡後的省政府共同推動省政工作。改制後的省諮議會朝向諮詢研究與史料展示兩大目標運作。2010年8月至11月間，本人針對72位第一至四屆省諮議員本人或家人進行口述訪談。從訪談中瞭解臺灣省諮議會職權之演變，歸納整理省諮議員們的提案方向與內容，從中瞭解其關注之議題與成果，為本文的研究目的。臺灣省諮議會之職權大致有三：一為省政府業務、縣市自治監督及建設規劃之諮詢與建議，其建議或提案並未獲重視或採用，大多僅作為參考之用。二為地方自治事務之調查、分析及研究發展事項，僅第一屆諮議員所提之專案研究一案獲銓敘部函復，可見諮議會之功能與影響力日益弱化。以第一至第四屆省諮議員的提案與研究案內容作觀察，顯見民意之依歸與臺灣政治、社會之轉變由早期之政府改造與921災後復建或一般社會福利導向，到後期公民素養之全面提昇、環保與節能減碳、文化與心靈之提昇與再造為主。三為議政史料之保存、整理、典藏及展示事項，則有較多之成果，例如進行臺灣省參議會至省議會時期之檔案、公報、議事錄之數位典藏工作與史料彙編與口述歷史訪談計畫成果之陸續出版，以及推動「臺灣省議會議員小傳與前傳編撰計畫」，整理省議員們之經歷與問政成果。臺灣省諮議會之功能與影響力逐漸弱化，但在歷史時空中，仍具意義。

Taiwan Provincial Council was established in 1959, it was the most important communalistic organization. Taiwan Provincial Consultative Council replaced the Provincial Council in 1998, was reorganized into a consultative organ. The councilors were not elected by the people but appointed by Taiwan's President. This study attempted to explore the duties and motions of Taiwan Provincial Consultative Council based on the interviews and previous records that were accomplished in November 2010.The duties of Taiwan Provincial Consultative Council contain three aspects: 1) Giving advice and suggestion to some county or city about political development, but most of them didn't be adopted. 2) Investigation and researches about communalistic affairs. The councilors put more efforts in government reorganization and social development motions from 1998 to 2004, and were focusing on the promotion of culture and environmental consciousness motions from 2005 to 2011. 3) The preservation and reservation on official documents, and the fruitful results were published continually. Though the influences of Taiwan Provincial Consultative council weaken now, still play an important role in Taiwan's politics.
