社區發展協會功能與問題之實證研究：以新竹市為例

Empirical Study of Functions and Problems of Community Development Associations: The Case Study of Hsin-Chu City

摘要

社區發展協會雖為非營利組織，但長期以來在社區發展中的角色與功能卻備受質疑。本研究探討新竹市社區發展協會的功能與問題，藉由電話調查及深度訪談來進行分析，對這些問題提出討論與建議。
本研究發現：（一）社區發展協會的功能主要在於：1．促進社區居民的情感交流、2．推展社區文化活動、3．維護社區治安、4．提供福利服務、5．維護社區環境衛生。（二）主要面臨的問題則是：1．經費不足、2．欠缺場地設施、3．企畫人才難尋、4．社區和村里功能重疊、5．代表性不足。
本研究提出若干建議以供實務界與學術界做為參考：（一）社區籌措財源方面：1．政府補助應針對需要、2．提倡使用者付費；（二）代表性不足：社區發展協會應尋求自我的定位點，以增加社區居民的認同與參與，讓社區發展協會更具社區機構的代表性；（三）人才培育方面：1．結合社區的教育機構、2，設立專人輔導；（四）社區發展協會和村里功能重疊方面：政府應盡速在法制面鬆綁，改變－村里－社區的現況；（五）擺脫政府色彩，回歸非營利組織本質。

Community development associations essentially are nonprofit organizations; however, their functions and roles have been questionable for quite a long time. The purpose of the study is to explore the functions and problems of community development associations and make suggestions based on telephone interviews and focused interviews. Findings from this study include (1) functions of community development associations: 1. facilitating the interactions of community residents, 2. advocating the culture activities, 3. maintaining the law and order, 4. providing social welfare, 5. maintaining environment and hygiene, and (2) problems faced by community development associations: 1. insufficient funding, 2. lacking space and facilities, 3. hard to find program designers, 4. overlapping functions between community development associations and villages, 5. under representation.
This study provides somes suggestions on fund-raising, under representation, human resources, and overlapping functions as well.
