摘要

公共建設係各項經濟建設之基礎，與國計民生關係密切，公共建設可以創造出相當大的外部效益與社會利益。政府為了加強民間參與重大公共建設，近年來致力於引進國外盛行民間參與公共建設之模式，希望藉由這種新興的公和部門合作方式，引進民間技術、能力及效率，以提升公共建設品質，並增進社會福祉，減輕政府財政負擔。另一方面，政府部門對於公共建設之興建、營運事項，施以適當之監督，使民間興建之公共建設，能夠建全與持續地運作，以達到公益與私益兼顧之「雙嬴」局面。

The infrastructure construction is the basis of economic development, it relates with civil life and national growth closely. The government had clearly declared that ”Encouraging private to participate in infrastructure” will be one of the most important established policies, and the number of the private participation in infrastructure will increase day by day. By the means of private participation in infrastructure, the government hopes to lead private technology, ability and efficiency to promote the quality of infrastructure construction and increase social welfare, that may be lightened the burden of the governmental finance.
The feasibility of the private participating in infrastructure will be carried out after completely estimating for market, technology, land acquiring, financial affairs and environment influence to get the win-win strategy for both the private and the government.
