台南市郊區發展之研究－以仁德鄉及永康市爲例

摘要

台灣五大都市由於工業化影響，經濟成長使都市鄰近鄉鎮伴隨郊區發展現象，本文以郊區之經濟成長，探討由於都會區因核心都市發展飽和，使都市擴散至鄰近鄉鎮的郊區發展現象。此一現象應有別於西方都市因都市人口、產業轉移至郊區，而使郊區經濟成長的郊區化現象。以台南市郊區爲例，該市自民國六十年代以來，由於交通運輸便捷，人口向都市中心集中後，鄰近鄉鎮亦因人口成長形成郊區發展現象。郊區發展除了人口成長外，在產業活動中，原有農業人口減少，形成離農化現象，並伴隨二、三級產業成長的郊區發展現象。經分析得出以下結論：一、郊區發展雖然有經濟成長趨勢，但市區仍爲人口尖峰所在。二、郊區發展受中心商業區之距離有分佈差異，該距離應與郊區之易達性程度有關。三、郊區發展使郊區對外圍鄉村地帶產生人口拉力、郊區零售商業發展、郊區產業活動升級。四、都會區機能分工作用，郊區之製造業及零售商業在分佈上成區域分工，並受地租力影響，永康市郊區發展程度明顯，朝三級產業發展，而仁德鄉則朝二級產業發展。五、郊區發展因素包含：人口移入、產業重組、建成區蔓延、零售商業成長及製造業就業人口增加。

Because of the influence by industrialization, the increasing of economy has resulted from the situation of suburb development in the neighborhood around the five big cities in Taiwan. According to the increasing of economy in the suburbs, the writer discusses the situation of suburb development formed by urban sprawl in this essay because of the highly developed cities in the center of urban areas. It is very different from the situation of the suburbanization formed by the transition of population and industries in the Western cities. After the gathering of people to the downtown, the suburbs of Tainan City, for example, form the situation of suburb development with the increasing of population because of the convenience of transportation from 1970s on. We have the conclusions below by analyzing: 1. the situation of suburb development seems to appear in the study area, but most people still gather in downtown; 2.the distance from the downtown to the areas of suburb development differs in distribution and it is supposed to relate to the accessibility to the downtown; 3. people in the suburbs cause the increase of society, the development of retails and the upgrade of industries in the suburbs; 4.the function of urban areas and the producer and retailer in the suburbs form the situation of work -dividing in distribution. The degree of suburban development is obvious in Yong Kang City that is developing into the 3(superscript rd) class industry and Jen Te Town is developing into the 2(superscript nd) class industry; 5.factors of suburban development include the immigration, the reunion of industries, the expansion of settlement, the growth of retail business and the increase of employee of producing.
