氣候變遷機制治理困境與國際合作契機:從中國之角色探究

The Establishment of Climate Change Regime and the Paradox of International Cooperation: Exploring China's Role.

摘要


從上個世紀70年代開始,全球氣候變遷現象已逐漸受到知識社群、非政府組織的重視,而各國政府也在這些社群團體的倡議之下而開始嘗試以集體的力量來解決此一全球性公共議題。雖然各國政府對於透過機制的建立以集體合作的方法以減緩因氣候變遷所可能產生負面效應的作法具有高度的共識,但十幾年下來,全球二氧化碳的排放量卻不降反升。當全球治理已成為解決全球公共性問題主要途徑之際,本文嘗試從全球治理途徑深入探討在氣候變遷機制形成過程中,何以會產生集體行動的治理困境,例如多人賽局(N-person games)困境、共同避免困境等。本文以中國為個案研究,目前中國以經濟發展為重,主張「共同但有區別的責任」,當中國面臨發展與碳緩減之難題,在國家個別利益與國際機制集體利益衝突之際,治理的權力如何運用以突破治理困境尋求國際合作契機,國際社群又應如何思考創造出包容性成長(Inclusive Growth)環境,皆是本文主要的研究重心。

Since the 1970s, the phenomenon of global climate change has been gradually emphasized by the communities of knowledge and NGOs. States attempt to solve these global public issue under these advocacy network with collective forces. Governments of every state, though, have highly common conscious in a way of collective cooperation through the construction of regime in order to ease off the negative effect resulting from global climate change; however, the carbon emission does not reduce but increase within the decades. As global regime has become the main way of solving global public problems, this article attempts to explore how it could produce paradox of collective actions through the formalization of climate change regime, such as N-person games...etc. In this paper, China as a case study, for China, the most important is economic development, and China argues "common but differentiated responsibility." While facing with the development and carbon mitigation, as self- interest of states contradicts to collective interest of international regime. How are the powers of governance used to seek the chance of international cooperation by breakthrough governance dilemma and as facing this conflicts, how international communities could think and create inclusive growth environment, those are the core of the study.
