日本地方特色產業電子商務發展趨勢之研究

A Study on the Trend of Japan's Development of E-Commerce with Local Culture Industry

摘要


日本地域經濟振興政策備受世界矚目,積極輔導地域經濟主體的農、林、漁戶及相關加工業、服務業者,提高地方特色產品附加價值並拓展銷路。同時,加強全國資訊技術(IT)發展,挹注相當預算推動地方特色產品電子商務化。本文以日本地方特色產業電子商務發展趨勢為研究重點,試圖釐清支持日本當前地方特色產業電子商務發展的主要政策內容,包括「IT基本法」(2000)、「農商工合作促進法」(2008)等法源依據、制定之策略及計畫,並進行案例研究,提供我國制定相關政策之參考。

The world is paying attention to Japan's policy of local economic stimulation, especially its agriculture, fishery, the processing sector, and the service sector that constitute most of its local economy. How to effectively increase the sales and added-values of their local products is treated as a major challenge. Meanwhile, the Japanese government has been placing much attention on its IT industry in the recent years and investing significantly on the promotion of e-commerce for products with local culture industry. This study examines the trend of Japan's development of e-commerce with local culture industry, clarifies the policies, regulations, strategies, and projects that support such development, including the IT Law (2000) and Law on Promoting Agricultural and Commercial Collaborations (2008), and examines relevant cases in the wish of providing references for formulating related policies in our nation.
