中國石油外交的全球佈局

中國石油外交就是「全球找油」，進行全球佈局。就中國立場，降低對中東地區的原油依賴與擴大石油合作內容，是中國石油外交的戰略目標。中國積極部署對非洲地區、俄羅斯中亞地區、拉丁美洲地區的石油外交，以及促進與當地的石油化學產業一體化，企圖達到上述的戰略目標。本文主要研究發現有以下五項：一、中國與中東地區仍以原油貿易為主，尚有深化空間。二、中國在非洲地區的實現石油化學產業一體化，但面臨相當的風險。三、中國與俄羅斯中亞地區已鋪設石油管線，並簽署長期供應合約。四、中國開啟與拉丁美洲地區的石油合作，但石油品質阻礙進一步發展。五、中國在亞太地區積極鋪設鐵路與石油管線，著眼於縮短運輸距離。

The Petroleum Diplomacy for China is ＂looking for petroleum in the world,＂ and then target global overall arrangement. For China, it is most important strategy of petroleum diplomacy to reduce the dependence and expand cooperation with the Middle East. And China try hard to proactively arrange its petroleum diplomacy in Africa, Middle Asia of Russia, and Latin America, and promote to integrate with local petroleum chemical industry. In this paper, we find that: 1. For China, the Middle East is the most important importing country in trade of crude. 2. China has already realized the integration in petroleum chemical industry in Africa, but with high risk. 3. China has already completed the petroleum pipeline to the Middle Asia of Russia, and sign the long-term supply contact. 4. China has begun to cooperate with the Latin America, but the question hinder development from petroleum quality. 5. China try hard to lay the railroad and petroleum pipeline in Asian Pacific, and focus on the short distant transportation.
