臺北水源特定區集水區治理政策之研究

A Study on the Watershed Management Strategy for Taipei Water Source District

摘要


本研究係以臺北水源特定區為範圍,針對環境特性及長期監測資料,於水土保持面向考慮土砂、水文及水質等三大問題,經由土砂分析、水文水理分析與水質分析過程,並透過問題評估指標計算,找出整體集水區以及各子集水區現階段面臨之問題,接著提出臺北水源特定區集水區治理策略。經由本研究發現,臺北水源特定區整體集水區之水源涵養能力維持在良好狀態,南、北勢溪流域的問題不同,北勢溪流域主要的問題在於土壤沖蝕;南勢溪流域主要的問題則在坡地崩塌。整體集水區較應著重的問題是極端降雨引起原水濁度瞬間飆高,可能導致影響正常供水之相關緊急應變處理能力。

The study collected fundamental environment data and monitoring records in Taipei Water Source District. Earth granulated substance, hydrology and water quality are considered on the aspect of Soil and Water conservation. Through the process of the sediment analysis, hydrological analysis, water quality analysis and measured by assessment indicators, it found problems about whole watershed and sub-watersheds, and pointed out the watershed management strategy of Taipei Water Source District. The water conservation on Taipei Water Source District is good maintained. The main problem of Pei-Shi Greek is soil eroding, and there has landslide problem in Nai-Shi Greek. In conclusion, administrator should focused on upgrading ability to prevent the rising of water turbidity caused by extremely heavy rain in this area.
