臺南市水患自主防災社區推動成果探討

臺南市政府水利局配合水利署執行水患自主防災社區推動計畫，自民國101年起至106年止已建置35個水患自主防災社區，並自103年起編列預算持續維運已建置的社區。期間藉由社區宣導及防災知識教育訓練提升社區居民的防災意識，並成立社區防災組織，進行防災訓練，以期維護社區居民安全，降低水災造成的衝擊。自推動以來，每逢颱風豪雨警報發布後，社區防災組織即啟動運作，進行雨量觀測、社區巡察及警戒通報，並配合進行封路、預防性疏散撤離，符合原先預定的目標。探討這些成果的原因，有經歷過淹水災害的社區比較有意願，里長的觀念更具有決定性的影響。建議後續仍須依據社區的情況律定防災社區的任務，並提供運作的資源，以維護建置的成效，並擴展推動成果。

The Water resources Bureau of Tainan City Government works in coordination with Water Resources Agency, Ministry of Economic Affairs to promote building flood-resistant communities. Thirty five flood-resistant communities have been built from 2012 to 2017. The Water Resources Bureau also compiles expenditures for maintaining those communities since 2014. During time the disaster prevention awareness of residents has been risen through propaganda and training courses. At the same times, volunteer teams were established and disaster prevention drill has been exercised every year. It is in the hope of protecting residents and reducing flooding impact. Since that, the volunteer team starts to observe rainfall amount, patrol the community and report warning information whenever a typhoon or heavy rain alarm is released. They work in coordination with local government to execute road closure and preventive evacuation. The proposed objectives have been achieved. It is found that the communities which have been suffered from flooding disasters are more willing to promoting flood-resistant community, and the sense of the community leaders is more decisive. In order to maintain the achieved results and extend the promotion effect it suggests that the tasks of the flood-resistant community should be regulated according to the actual demands, and the required resources for supporting the volunteer team could be provided by the administration concerned.
