地方政府建築工程推動BIM策略之比較分析

摘要

BIM技術之發展與應用日漸受到國內外各政府機關之重視，國內多數應用BIM的政府單位大多有各自的推動策略與作法，相互學習的效益並不明顯。過去並未有研究進行地方政府之BIM推動策略之分析與比較，導致其他有興趣的單位仍必須從頭開始，機關浪費不少資源且無法更有效率的應用。本研究經由建立分析與比較架構後，針對國內已明確有應用BIM技術的地方政府(臺北市、新北市、桃園市、臺中市)，依其在建築工程進行應用BIM技術之推動政策、推動作法及應用成果等項目的資料收集與訪談，並進行推動策略之比較分析。本研究具體的研究成果除了收集與比較各地方政府BIM推動策略、作法與成效資料外，透過訪談並參考國外的經驗，提出地方政府層級之推動策略建議。期望本研究的具體成果，能有助於未來各地方政府有效應用BIM。

The development and implementation of Building Information Modeling (BIM) technique has received attention gradually by the government in the world. In Taiwan, almost every government interested in BIM has its own implementation strategy and plans. However, the performance of BIM implementation and learning from one another among the governments is ambiguous. In the past, there is no research focusing on exploring and comparing BIM implementation strategies of local governments in Taiwan. Any local government interested in implementing BIM has to start over, resulting in the waste of resources in the government and inefficiency of BIM implementation. Based on an identified analytical and comparison structure, this study focuses on building projects, collects public information related to BIM implementations and interviews with professionals in the local governments, including Taipei City Government, New Taipei City Government, Taoyuan City Government and Taizhong City Government, which have real BIM implementation projects. The issues discussed in this study consist of BIM implementation strategy, implementation actions and implementation outcomes. According to the comparison results and lessons learned from the analyzed local governments and other countries, this study proposes some suggestions to BIM implementation strategy for local governments in Taiwan. The results of this study can be helpful to local governments to implement BIM effectively in the future.
