關貿網路公司董事長2011年博士論文研究數據疑點之分析

近年爆發諸多政治人物學位論文涉及舞弊事件，政治人物秘書的角色都會浮上檯面，說明政治人物的學位論文可能是由秘書代寫，或由秘書代為安排寫手。財政部關貿網路公司於2020年9月爆發董事長與其秘書利用公司資源，介入網路博弈公司經營、洗錢4,000萬與收賄1,800萬事件。作者因此比對關貿網路公司董事長2011年博士論文與其秘書2008年碩士論文，發現研究結果數據呈現連續區塊雷同現象。最嚴重者，有72個連續數據區塊重疊。至於數據沒有雷同的部分，則是呈現多次、連續、重製、重複、區塊數據的模式。以上事實得以隱射關貿網路公司董事長博士論文，涉嫌抄襲與變造自其秘書的碩士論文。

The secretary played a critical role in the disputes over the academic dissertations of politicians. Evidence suggests that a politician's dissertation may have been written or arranged by the secretary. In September 2020, a scandal broke out about the CEO of the Ministry of Finance-owned TRADE-VAN.COM corporation and his secretary. The state-owned properties were exploited by the CEO and his secretary to run an online gambling firm, together with a money laundering scheme involving 40 million Taiwan dollars, and the CEO's acceptance of a bribe amounting to 18 million Taiwan dollars. Subsequently, I examined the secretary's master's degree thesis granted by the Yuan Ze University in 2008, and the CEO's doctor degree thesis granted by the National Taipei University in 2011. I found that the 2008 research results presented in numerical tables are replicated to the 2011 thesis in a multiple piecewise style. In the most serious part, a bulk of 72 consecutive numerical figures are identical. As to the figures not replicated from the master thesis, there is a pattern of multiply reproduced of block consecutive figures. The above evidence leads us to suspect that the CEO plagiarized his secretary's thesis and falsified various numerical data.
