台灣地區生質柴油能源應用及推廣策略分析

Use of Biodiesel and Popularization Strategy Analysis in Taiwan

摘要


根據國際能源總署統計,生質能僅次於石油、煤及天然氣成為全球第四大能源,生質能供應全球約14%的初級能源需求,也提供了開發中國家35%的能源,是目前最廣泛使用的再生能源。由於京都議定書給予溫室氣體減量的期限壓力,促使各個先進國家苦思及研發各種替代性能源以降低汽油等能源造成的空氣污染,國內也開始加快腳步朝向生質柴油等替代能源發展。根據文獻顯示國外已行之多年,我國則因法令定位不夠明確、缺乏國家標準、原料價格昂貴、政府獎勵補貼政策未明與市場通路問題,迄未大量推廣。本研究根據目前台灣地區生質柴油能源運用、經濟效益、能源效益三個層面予以分析潛力評估,並且以國際發展策略來綜合分析,整合研究結果以提供學界、業界、政府機關在發展生質柴油相關產業之參考。

According to the statistics of International Energy Agency, refined energies is only second to gasoline. Four leading energies in the world also include coal and natural gases. The usage rate of refined energy is roughly 14% in the world, and it also supplies developing countries for 35% of their energies. It is the most common energy being used today. Because of the environmental meeting in Kyoto, it puts deadline on decreasing greenhouse gases which gave enormous amount of pressure on all countries. It causes many developed countries to attempt to replace gasoline with other source of energy to decrease air pollution. Taiwan has also begun to replace gasoline with biodiesel. According to news media, many foreign countries used this method for quite a long time. In the other hand, Taiwan was unable to widely use biodiesel because the law and regulation was uncertain; resources were expansive, lack of government support, and marketing channels. According to economic benefits, and energy benefits in Taiwan areas, this research has given these aspects estimation of its potential. Using the International developmental tactics to summarize the above analysis, the result of the research supplies in fields of education, economy, and government officials with biodiesel and relative industry as references.
