身障人力資源之支持性就業與職務再設計探討-以服務業之便利商店為例

Research on Supportive Employment and Job Description re-design for the Physically Challenged workforce-using Convenience Stores as a Service Business for Example

摘要


本研究旨在結合內政部新身障者就業保障暨僱用法令-學校機關等僱用比例由每百人二名提高為三名;僱用義務之企業單位由每100人僱用一位提高為滿67人至少僱用一位之新規定內容,以目前服務業之便利商店僱用身障人力之運用狀況為對象,探討有關身障者「支持性就業」之「職務再設計」操作實務案例與施作要點。研究對象計十位,障別為智障。研究結果發現經由職務分析與解構,並依工作崗位需求設計結構化訓練課程與簡易之輔具,智障員工亦能在服務業之便利商店業態中發揮符合企業需求之生產力,使原屬社會福利範疇之身障者就業保障政策轉型為增進產業經營效益之人力資源。本研究除以觀察法及個案分析歸納出各項「職務再設計」相關結論外,並經過問卷調查與統計分析,得到全部個案雇主僱用滿意度之顯著結果。

The purpose of this research is to consolidate the new employment protection and employment regulations for hiring the physically challenged, issued by the ministry of interior affairs. The ratio has been raised from two to 3 people out of one hundred for school organizations, and for businesses with hiring obligation, the new regulation is to hire at least one amongst every 67, compared to 1 in every 100 in the past. Taking the current operating condition of physically challenged workforce in convenient stores as research target to study the field cases and operation points concerning ”supportive employment” and ”job description redesign” for the physically challenged. The research objects included 10 people who are mentally challenged. The result of this study shows that through job description analysis and dissection, by the designed operation details fit for the needs of the work place and with the help of simple aiding tools, mentally challenged employees are able to bring out productivity that meets the needs of this type of service business, in this case, convenience stores. By doing so, the supposed social welfare policy intended to protect the right of work of the physically challenged can become human resource that enhance the benefit of the business. Some important principles concerning ”job description redesign” has came out of this research using observation and case analysis. Besides that, questionnaire survey and statistic analysis were used to obtain the degree of employers' satisfaction in all of the cases.
