台灣長期照顧機構供給面之分析研究

摘要

行政院一年來大力推動長期照護保險制度之建構，值此關鍵時刻，把長期照顧工作由社會福利服務體系帶入社會保險制度下，再一次把過去的殘補式的福利系統長期照顧十年計畫，帶進了普及性的福利服務系統中，其未來的攸關全民的基本照顧福利福祉，百年的國民生計之規劃實不可慎。本文係探討目前的長期照顧相關機構供給之情形。研究結果對於未來長期照顧機構相關之政策應考量以下之重要措施如下：一、社會照顧服務與政策發展趨勢；二、提供個人化、個別化與家庭化應是長期照顧的重點；三、供給因應雲林、嘉義與南投各縣長期照顧之需求，輔導護理之家的發展、加速改變榮民之家功能；四、加速輔導養護機構進行多元服務，輔導護理之家的發展、加速改變榮民之家功能；五、長期照顧機構均應納入保險建制並應兼顧社會永續性。

The Execute Yuan have launched long-term care insurance system for several years. It brought the long-term care service into social insurance system from social welfare service since then. This changes the contemporary residual social care system into universal welfare system once again. Because it will be connected with the basic care services for the needy people, the government should be cautious on the system designing. This article explored and analyzed the future development of suppliers of long-term care. The finding of the research stated as follows: 1. The development of social care services and policy has changed; 2. The focuses of long-term care service should be personalized, individualized, family atmospheres. 3. Providing the long-term care services of Yinlin, Chia-yi and Nantou Counties. 4. To provide multi-care service trainings for care institutions, guide the development of nursing homes and change the function of the veteran homes. 5. All of the services of long-term care institutions and social sustainability should be included in the long-term care insurance system.
