摘要

本研究採取社區資產之路徑，了解澎湖縣望安鄉目前社區資產之現況，繪製社區資產地圖，並且進一步探究面臨之困境，做為規劃未來社區發展藍圖之參考。本研究中社區資產之內涵主要包括了有形資本、人力資本、社會資本、政治資本、環境資本、文化資本等六個面向；採用質量並重的研究方法，主要的研究場域是以望安鄉與將軍澳嶼為主；資料搜集期間為2012年7月。本研究結果發現，有形資本方面，當地仍有一些基礎建設，是有機會可促進社區的發展。人力資本方面，雖然當地居民教育程度不高，但是因為靠海為生，居民擁有捕魚與釣魚的專長，且當地居民有高度願意投入志願服務。社會資本方面，社區居民彼此的連結性強，擁有高度的結合型社會資本。政治資本方面，以宗教團體及學校家長會為有利於社區發展的團體。環境資本方面，具備有助於社區觀光產業發展的自然景觀。文化資本方面，擁有列入「世界文化紀念物守護計畫」的中社古厝。本研究建議社區必須讓這些資產與社區的發展目標相互結合，透過社區組織的機制運作，使社區資產形成一個關係網絡，讓社區、組織與居民建立夥伴關係，共同促進澎湖縣望安鄉的社區永續發展。

The objective of the research was to determine the current situation in terms of community assets in Wang-An Township, Penghu County, Taiwan. The study covered six aspects including physical capital, human capital, social capital, political capital, environmental capital and cultural capital. The research adopted quantitative and qualitative approach such as social investigation and individual in-depth interview, furthermore, the data collection concluded in July, 2012.The results of this investigation show that in terms of physical capital, some local infrastructures can support community development. Concerning to human capital, the educational background in the studied areas is low, however they specialize in fishing and angling as they depend on the sea for a living, in addition the populations are highly committed to voluntary service. Relating to social capital, the residents are closely connected, and they possess outstanding bridging bonding social capital. In the aspect of political capital, religious groups and parents' meetings in schools are favorable for community development. In terms of environmental capital, there are natural landscapes which support the development of the communities' tourism industry. It's suggested the communities could combine these assets along with community development goals to form a relationship network through mechanisms and operations of community organizations, hence to establish partnership among community, organizations and residents in order to promote community sustainable development in the areas.
