透過社區方案進行社區培力的行動研究

摘要

發展社區能力、提昇社區組織及志工們的凝聚力與行動力是社區工作者提供專業協助的核心工作。然而，如何進行、操作這些專業性的協助活動，在文獻或工作引導上仍多以工作原則的方式呈現，不但欠缺經驗性基礎，在可操作性上也是薄弱的。本文乃在作者對二個社區組織進行協助的基礎上，進行的行動研究。透過這個行動研究，作者藉由一個社區人士所選定的小型行動方案以帶動社區的凝聚力與行動力，並透過建立社區內的溝通對話平台，提供社區人士經驗民主共識的過程。經過為期六個月的短期密集行動，其中一個社區組織達成原定的培力目標，即能適度激發志工的熱情、提供社區幹部經驗討論社區事務討論的正面經驗、也激發社區幹部建構社區願景的「夢想力」。而另一社區組織祗有部分的效果。最後，作者就專業服務效果及歷程進行討論分析，並基於討論分析提出三項省思：進一步探討專業者提供社區組織協助的可行性、專業者對社區組織之協助的期間應更長、依據對社區能力之評估及社區議題發展輔導行動。

To enhance the community capacity is one of the core missions for the community workers. But how to do remains a question in practical community work. The principles of community work had been operated in this action research in two communities by the authors. During six months, a community program combining a forum was designed for each community based on community characteristics to enhance community cohesion, discussion and action. In this practical action, people' enthusiasm are encouraged, a positive community discussion are experienced, and the imagination community are encouraged. Three proposes are made as research conclusion, providing resource for community workers to help community, a longer period needed for community workers in providing help to community, and community capacity evaluating are necessary in community program designed.
