摘要

近年來能源價格快速上漲，政府及企業開始嚴正審視新設計的建築物如何有效率降低能源設備的能源需求與既有的建築物如何提升能源設備的能源效率。而節能績效保證契約是針對既有建築物能源設備一種績效式契約的應用，其結合節能改善工程技術與資金融資二種領域的專業知識，以協助能源用戶提升其能源使用效率，進而達到降低能源使用成本之目的。節能績效保證契約的節能效益必須經過量測驗證機制評估後，而能源用戶由節省的能源費用中，分期攤還其服務的報酬與費用給能源技術服務公司（Energy ServiceCompany，ESCO），進而提升節能績效保證契約之應用效益。本個案能源用戶採用節效益分享型的節能績效保證契約。而該契約屬於創新之業務模式，被服務之能源用戶毋需籌措足夠資金，僅需於契約期限內，以所獲之節能效益分期攤還能源技術服務公司投入節能改善之工程費用。因此能源技術服務公司的資金的籌措能力與資金的取得成本是節能績效保證契約方式成案最重要關鍵因素。
