從物業管理觀點探討我國歷史街區再利用發展課題-以剝皮寮歷史街區為例

摘要


近年來由於文化資產保存意識抬頭,文化資產之重要性亦逐漸受到認同與重視,在區域性保存觀念下,對文化資產保存之態度轉變為更積極與實務,並更著重於整體性之聚落環境及軟體性文化記憶,成為我國文化資產保存新氣象。政府部門亦積極推動歷史街區前期規劃設計,以充實國民精神生活及再發揚多元文化。街區保存與再利用重新賦予街區新活力,也使得民眾能感知昔日生活型態、民俗及地方傳統文化等,然而政府對歷史街區之發展在管理維護機制相對不足,而喪失對歷史街區之保存意義與價值。目前剝皮寮歷史街區保存與再利用多作為展示空間之使用,機能單調且土地使用效率低,並與常民生活脫節欠缺串聯過去、現代與未來之環境連結;此外因街區管理單位人力資源不足且同一街區內出現兩處管理機關,部門間發展定位之不同導致街區呈現不同風貌,管理單位功能無法有效發揮。因此剝皮寮歷史街區再利用應如何有效經營才能活化街區以達到永續發展,為本研究關切之議題。

Mostly the Bopiliao historical district is functioned as an exhibition and entertainment area, the function was way too monotonous and low in the efficiency. On the other hand, the area is not connected to the life of the people who reside in, which unable the make a connection to the environment of the past, the present and the future. Besides, lacking of human resource management which brings the district having two administrative organizations. Different orientation from two administrative organizations which cause from lacking of human resource management lead the block into scattered panorama. The management of the district do not act properly and effectively with this. Hence, the method of energizing the district, make an effective control and sustainable development will be the topic that we shall pay attention to and care about.
