民間住宅工程興建之品質管理探討

摘要

建設公司建案推行與民眾生活息息相關，其住宅工程品質之優劣，對購屋者生命財產極為重要，因此研究施工中常見影響施工品質的相關因子，採用行政院公共工程委員會所發行之三級品質管理制度應用於民間住宅工程中相關對策，確保其工程施工成果符合設計及規範之品質要求，以利提昇工程施工品質。本研究以問卷調查方式調查建設公司、營造廠、建築師事務所相關建築工程人員等，套用公共工程委員會推行之「三級品質管理制度」以強化民間住宅工程薄弱施工品質管理系統認同度，由建築初步設計規劃、施工中落實品質要求，到完工交屋驗收，提昇建設公司建案品質，強化消費者購屋信心，可以顯著的改變建築營建產業生態環境。從公共工程到民間工程同步實施「三級品質管理制度」，使民間住宅工程從業人員養成品質是習慣出來的，日積月累下不斷的改進，以建立未來「全面品質保證」（TQA）之最終目標。

The construction company's construction and implementation is closely related to the people's life. The quality of its residential project is extremely important to the life and property of the purchaser. Therefore, the relevant factors affecting the construction quality are often studied in the construction, and the three-level quality management issued by the Public Works Committee of the Executive Yuan is adopted. The system is applied to the relevant countermeasures in the folk housing project to ensure that the engineering construction results meet the quality requirements of the design and specification, so as to improve the construction quality.
