This study aims to explore the key factors involved in airport privatization. The factors which are suitable for evaluating airport privatization were collected through a literature review and expert interviews. Fuzzy Delphi Method and Analytical Hierarchy Process were used to obtain 4 major dimensions with 16 key factors and the relative importance of all key factors, respectively. Finally, a case study was conducted on Taiwan's three main airports to evaluate the airport that is most suitable for privatization. The results showed that the most important airport privatization factors are "attitudes of the government and public opinion organizations", "feasibility of alignment between policy changes and regulation amendments", and "higher efficiency of organization systems". Taoyuan International Airport is the most suitable airport of privatization. The evaluation framework presented by this study can be recommended to airports because it will enable them to set clearly defined goals and make effective improvements for privatization.
