Personnel ability in higher education is the comprehensive quality, which is valuable to finish the job, acquired through learning, training, practice and other means, not only the professional knowledge, but also the skills, ability and potential ability, individual inclination, personality trait. Previous research on competency based education focused on the occupation education. To define the connotation of employability based education, this paper analyses dimensions of business management talents’ capability. Employability oriented talents capability appraisal system research has a certain significance on the improvement of the quality of the talent assessment.
