Women entrepreneurship is becoming an increasingly important issue because of the gender equity, education, and globalization effect. Based on literature review on women entrepreneurship, we develop a theoretical framework of five key elements (gender stereotype, women entrepreneurship, human capital, social capital, and financial capital) of how do governments or Non-of-profit (NPO) organizations to promote women entrepreneurship. In addition, this study uses social marketing perspective to analyze the "Free & Young Program" in Taiwan. Based on the theoretical model and social marketing analysis, recommendations are provided in the conclusion.
