影響臺中市永續治理發展因素之研究

A Study of Factors Influencing the Sustainable Governance in Taichung City

摘要


行政院於二○○九年六月二十九日核定通過臺北縣、臺中縣市、臺南縣市、高雄縣市之改制計畫,並於二○一○年十二月二十五日生效,連同現有之臺北市,我國地方體制共有五個直轄市存在。此次改制乃回應了馬英九總統在競選期間的政見,提出三都十五縣行政區劃方案構想,屬於行政區域劃分跨時代的理念與方向,為臺灣國土利用與行政區劃的新願景,其目的在配合都會化發展趨勢,以及共同生活圈之考量,推動行政區域重劃,合理調整都會區的治理範疇,建構完整的行政區塊,以促進臺灣各區域平衡發展,並期使臺灣都市具備國際競爭能力。上開推動縣市改制直轄市政策之目標,其構想乃植基於從區域平衡發展之立場與城市國際競爭力之觀點出發,係希望藉由相關縣市合併改制直轄市,對外提高國家國際競爭力,對內帶動周邊區域均衡發展。不過,眼前所需面臨的就是新直轄市若欲帶動未來臺中都會區的整體發展,一方面讓直轄市面對全球城市的挑戰能展現出更強的城市競爭力,另一方面,處理直轄市區域內與區際間的均衡更能造就出永續發展的城市生命力,此時就必需掌握臺中直轄市目前和未來在區域發展上的困境或有待克服的問題,這些困境或問題也許是新直轄市能否發揮區域發展、帶動區域經濟火車頭動力的關鍵因素。本文主要著重於探討縣市合併升格後影響臺中直轄市區域治理達成永續發展與提升區域競爭力的可能因素,藉由理論建構與問題訪談加以解析。研究發現縣市合併後臺中直轄市能否就此提升區域競爭力與地方永續發展,應從制度結構、多層次治理、跨域整合、治理能力以及夥伴關係等五個面向著力克服其困境與難題。

On 29th June 2009, the Executive Yuan announced that the plan to consolidate Taipei County, Taichung City and County, Tainan City and County, and Kaohsiung City and County would commence, and that the new governing system would become effective as of 25th December 2010. The implementation of this plan resulted in the formation of five new municipalities for Taiwan (including the current municipality of Taipei City). This plan is congruent with the "three metropolises, fifteen counties" administrative division plan proposed by President Ma Ying-jeou during his presidential election campaign. The missions and directions encompassed in this plan of administrative division constitute a new vision for national land use and regional administrative organization in Taiwan. The plan was initiated in the light of the trend to metropolization and the growth of the shared living environment. Appropriate administrative reorganization and adjustment of areas of governance will result in more complete administrative regions and therefore promote a balanced development of all regions and provide the metropolises of Taiwan with the ability to compete internationally. The objectives of consolidating counties and cities into municipalities are to promote a balanced development of all the regions, and to provide the metropolises of Taiwan with the ability to compete internationally. It is expected that the resulting municipalities will jointly contribute to enhancing Taiwan’s international competitiveness and promote a balanced development of all surrounding regions of the municipalities. The new Taichung municipality aims to achieve better development for the region, so that it can be seen internationally as having greater urban competitiveness, as well as being able to create sustainable urban vitality through balanced intrametropolitan and inter-metropolitan development. To achieve these objectives, any potential difficulty or challenge to overcome in the present consolidation stage or in the future must be anticipated, as they may be key factors in determining whether or not the new municipality can successfully promote regional development and enhance the regional economy. This paper discusses the potential factors influencing the new Taichung municipality's ability to achieve adequate regional governance for sustainable development, and its ability to increase its regional competitiveness after the city-county unifying phase. This paper presents a thorough analysis based on a theoretical approach combined with data obtained from personal interviews. The findings of the study recommend that in order to achieve the goals of increasing regional competitiveness and achieving regional governance for sustainable development, the government should overcome potential difficulties and challenges by focusing on policy structure, multi-level governance, interdisciplinary integration, governing capability, and partnerships.
