摘要

現今社會變化迅速，國內、外對於國家社會反貪腐的要求越來越高，貪腐犯罪手段也日新月異，在多方衝擊之下促成我國廉政機構的多次組織變革，乃至有「廉政署」為我國專責反貪腐機構，而廉政署自民國一○○年成立至今也已9年，綜觀國際透明組織之CPI指數及我國法務部歷年所進行之民意調查報告等，結果顯示我國整體的廉潔程度係正向發展，但就民眾的觀感而言卻未有顯著改善。就此現象本研究建議政府可以下列面向切入改善：1.加強政策行銷：使民眾了解我國在國際上之廉政評比，並知道政府所做之努力；2.著重企業、民間等非公務員之廉政宣導：將過往僅強調公部門反貪腐的概念推廣到各公私部門，健全國家整體廉政環境；3.於各政黨內部加強或設置廉政機構：以類似推動企業社會責任的方式改善民眾對政黨及其政務官員之廉政觀感。

In a rapidly-changing society, the domestic and foreign increasingly high expectation of the integrity of country, the corruption crime constantly updates. Multiple influences caused our agency of against corruption go through with several changes, and now we have ＂Agency against corruption＂ specially responsible for the anti-corruption in Taiwan. It has been 8 years since the ＂Agency against corruption＂ established in 2011, looking at ＂Corruption Perceptions Index＂ and ＂Public opinion report＂ of Ministry of justice , the result shows that our country's social integrity growth remain positive, but there isn't significantly grow in the public sensitive. This study suggests that government could improve these following matters: 1. Strengthen the way to Sell Policies to the Public: let the people know our country's rank of integrity, and what government had done. 2. Focus on the enterprise and the civil, outside the civil servant, strengthen their integrity concept: in the past, we usually emphasize only the integrity of government, now we should not only in the government but also the corporation, efforts to improve the whole country's integrity. 3. Set up a agency of integrity in political party: Similar to the corporate social responsibility, we could set up a agency of integrity, to improve the public sensitive.
