從信扶至協創，創業脫貧方案成效與反思－以高雄某兒童福利機構為例

摘要

本文主要陳述南高雄家扶中心自2011-2013年以來執行家扶基金會之創業脫貧方案的執行概況。該方案提供有意創業的家長在資金、創業知能、以及創業支持之全方面的服務，期望透過創業的過程以及結果，以解決成員的貧窮境況。期間因團隊對於方案之走向有不同的想法，因此，方案面臨轉型，由家扶基金會獨立運作，透過更彈性以及更少限制的方式，讓更多人可以獲得方案的服務，順利邁向脫貧之路。本文將透過介紹該方案三個主要階段，以及在成員篩選、服務內容、服務團隊等面向的服務狀況，後再行討論南高雄家扶中心的執行概況，並提出結論與建議。

This paper discuss the executive overview of Poverty reduction program of South Kaohsiung Department of TFCF since 2011-2013 years. The program provides members interested in entrepreneurship about financial, knowledge of entrepreneurship and support to resolve the member's poverty situation by the process and result of entrepreneurship. Because the team has different ideas to this program. Therefore, this program was faced transformation. In 2013, the program was operated independently by TFCF. Through a more flexible and less restrictive method let more people can get the program services and successfully out of poverty. This pater will introduce the program through a service condition of three main stages, as well as members selection, service content, and service team, etc. Then, We will discuss the implementation of Poverty reduction programs of South Kaohsiung Department of TFCF. Finally, we proposed some conclusions and suggestion.
