It is of great significance for high‐quality economic development under the new development pattern to construct a new development pattern with the major domestic cycle as the main body and the double domestic and international cycles promoting each other, and to measure the efficiency of green development comprehensively and analyze the effects of relevant policies. This paper, by using 2005‐2020 Chinese mainland 30 provinces and autonomous regions (except Tibet) input and output index of panel data to establish the expected output ultra‐efficient SBM models, through the MATLAB software to measure of green development efficiency, and the measure result analysis of time and space. The dual difference model is further constructed to study the impact of carbon trading policy on green development efficiency through STATA software. The study found that in terms of green development efficiency measure, from the time point of view, the green development efficiency of various provinces has increasing trend, space on the trend of equalization, and showed a certain degree of spatial agglomeration features, overall development in the direction of high level. The analysis of the effect of carbon trading policy shows that the policy significantly promotes the green development level of each region. Finally, according to the conclusions and the government, society and other parties to put forward targeted and reasonable suggestions on green development.
