臺北市高級中等學校招生供需問題與因應策略之析探

The Analysis of Supply and Demand Problems and Coping Strategy in Senior High Schools in Taipei City

摘要


本研究旨在探討臺北市高級中等學校之招生總量及招生類科供需問題,並採文件分析法,利用教育部統計處99-108學年度資料進行分析。首先,以臺北市99學年度至108學年度高級中等學校招生總量供需情形,從設立別、學制別等角度切入剖析現況,並提出目前因應少子女化趨勢所面臨之問題。再者,分析臺北市99學年度至108學年度高級中等學校招生類科供需問題,從類別、群別、科別等層次逐步剖析現況,探究問題趨勢。最後,本研究針對問題,提出七項因應策略如下:(一)降低每班學生人數,提升學校教育品質;(二)訂定核班作業原則,採取招生總量管制;(三)執行招生類科管控,穩定產學供需平衡;(四)設立新興招生類科,拓展招生藍海策略;(五)發展學校辦學特色,提升學校競爭實力;(六)招收海外國際學生,創造生源活化契機;(七)因應新課綱之推動,宣導學生適性入學觀念。

The purpose of this study is to explore supply and demand problems of enrollment quota and departments in senior high schools in Taipei City. This study uses document analysis and analyzes data of 2010/2011 semester to 2019/2020 semester retrieved from Ministry of Education. First, this study analyzes supply and demand problems of enrollment quota in senior high schools in Taipei City during 2010/2011 semester to 2019/2020 semester, analyzing the current situation from category of establishment and category of school system viewpoint, and proposing the problems. Moreover, this study analyzes supply and demand problems of enrollment departments in senior high schools in Taipei City during 2010/2011 semester to 2019/2020 semester, analyzing the current situation from group, and department level, and proposing the problems. Finally, this study proposes seven coping strategies to solve the problems as following: (1)Reducing the number of students per class and improving the quality of school education; (2)Establishing the principles for reviewing number of students per class and adopting the enrollment quota control; (3)Implementing control of enrollment departments and stabilizing the balance between supply and demand; (4)Establishing emerging enrollment departments to expand the blue ocean strategy for enrollment; (5)Developing the features of schools and enhancing the competitiveness of schools; (6)Recruiting overseas international students to create opportunities for enrollment; (7)In response to the promotion of curriculum guidelines of 12-Year basic education to train students choosing the right school.
