摘要


教育改革中教學政策的擬定與落實,是改革成敗的主要關鍵,教師本身是教學政策落實的主角,缺乏教師教學政策的理解與實踐,則改革的理想容易淪為空談。本文主旨在於從教師教學理解與實踐的層面,論述教育改革中教學政策的轉變與落實議題,內容包括對教學政策主張與演變的說明、教師對於教育改革的理解與實踐的關連、有關教學政策的啟示與反思、透過上述的分析說明期盼建立教師教學理解與實踐的新模式。

The formulation and implementation of teaching policies in the education reform is the main key to the success or failure of the education reform. Teachers themselves are the protagonists in the implementation of the teaching policies. Without the practice of teachers' teaching policies, the education reform will easily become empty talk. The main purpose of this chapter is to discuss the changes and implementation issues of teaching policies in the education reform from the perspective of teachers' teaching understanding and practice. The content includes explanations of teaching policy propositions and evolution, teachers' understanding and practice of education reform, and relevant teaching policies. Enlightenment and reflection, through the above analysis, it is hoped to establish a model for teachers' teaching understanding and practice.
