Institutional Design to Protect Constitutional Democracy: The New Fourth Branch

Due to the application of party politics, the traditional separation of powers and checks and balances can no longer defend constitutional democracy, so there is a system design of the new fourth branch. This article proposes to revise the independent commissions to be the new fourth branch, no longer subordinate to the executive branch.
