俄烏戰爭對中共軍事戰略影響蠡測與我國軍因應之道

2022年2月24日俄羅斯以「特殊軍事行動」為名入侵烏克蘭，然世人皆知，烏國執政當局近年逐漸親歐及「意圖加入北約」才是真正的導火線。從地緣政治觀點，烏克蘭地處歐洲與前「獨聯」體地理交叉點上，是俄羅斯阻擋北約的最後一道安全屏障，打開這扇門，俄國就與世界最強大的軍事政治集團（北約）迎面相撞。若北約東擴到烏克蘭，俄羅斯的戰略前沿將被迫向後收縮上千公里，嚴重威脅俄國核心利益。戰爭迄今仍在持續進行中，讓世界見證了現代戰爭新形態與國家總體戰力的展現及內涵之變化，其中混合戰、認知戰的運用將可能成為中共解放軍全力發展的參考目標，而烏克蘭在不對稱作戰、無人機、星鏈及資訊網絡的運用，更是我國觀察及學習的重點，對國軍幹部而言，應從客觀角度檢視這場衝突，尤其是面對軍事實力強大的敵人覬覦，並從中省思防衛作戰作為是否周延，期能提供我國未來因應新興威脅之參考與建議。

On February 24, 2022, Russia invaded Ukraine in the name of a "special military operation." However, as security experts observed, the Ukrainian ruling authorities have gradually become pro-European in recent years and "intended to join NATO" are the natural triggers. From a geopolitical point of view, Ukraine is located at the geographic intersection of Europe and the former "CIS." It is Russia's last security barrier against NATO. Opening this door will allow the world's most powerful military-political bloc (NATO) to enter Russia's traditionally dominated area. If NATO expands eastward to Ukraine, Russia's strategic frontier will be forced to shrink back thousands of kilometers, seriously threatening Russia's core interests. At the time of writing, the war is still going on so far, allowing the world to witness the new form of modem warfare and the changes in the display and connotation of the country's overall combat power. Among them, the use of hybrid warfare and cognitive warfare will inevitably become the reference goal of the PLA's full development. Using symmetrical operations, drones, Starlinks, and information networks is the focus of observation and learning in our country. Security scholars should be able to examine the conflict from an objective perspective and reflect on whether the defensive operations are carried out. Especially in the face of the CCP, which has a strong military, this study hopes to provide references and advice for our country to respond to emerging threats in the future.
