越南新移民女性在臺灣投入長期照護服務之歷程

摘要


臺灣2018年正式邁入高齡社會,政府因應照顧人力需求欲招募新移民投入長期照顧服務以填補人力之缺口。據此,本研究探索越南新移民女性投入長期照顧服務之脈絡。 本研究以培力婦女就業的基金會做為田野,並透過半結構式的訪談來獲得分析的資料。研究對象主要為四位越南新移民居陪員,以及一位督導與一位服務使用者的感受為輔。研究探索新移民居陪員投入居陪工作歷程,包括新移民女性如勞動市場的挑戰、投入照顧工作的直接與間接收穫、新移民女性對老化後的想像。研究中發現越南新移民居陪員藉由照顧工作所產生的衝突不斷地建構自我認同,也跳脫原本被視為「外勞」一般,逐漸成為臺灣的一份子。除此之外,她們也成為長照的生力軍,透過照顧的經驗提早替自己在臺灣的老年生活而做準備。 基於研究發現,除了看見越南新移民女性投入照顧服務的歷程,也發現越南新移民女性在就業環境與選擇仍不完善,故提出培力新移民組織和政府之建議與參考,冀望提升社會環境的多元文化敏感度,能有更多的多文化理解,也讓新移民女性以自身專業提供服務,並且更加融入臺灣社會。

Officially, Taiwan had entered aged society in 2018. To meet the increasing demand for services, aging population and growing need to provide long-term care required, the government also want to recruit marriage migrants to invest the work to fill the understaffed. The purpose exploration of this study was the process of Vietnamese marriage migrants providing for long-term care service. The research of this study with the long-term care empowerment by NGO were selected the need of the research and participate the process of homecare giver training. In this study, we adopted a qualitative research approach conducted the interviews. Using semi-structural we collected by interviewing with 4 Vietnamese female marriage migrants who providing service for long-term care, supervisor and the care user, respectively. This study explored the process of Vietnamese female marriage migrants who providing service for long-term care, including the challenges of labor market, the direct and indirect gain from providing long-term care and Vietnamese female marriage migrants imagining senior life. This study observed that Vietnamese marriage migrants homecare giver continuously to build self-identity through homecare, also integrate better into society and become a part of Taiwan. Moreover, Vietnamese marriage migrants also prepared for their aged life through the experience of homecare giver. We also observed that the employment environment and options of Vietnamese marriage migrants are still incomplete. Based on the study results, some implications were proposed for the marriage migrant organization to have advice and reference, expected to enhance the social cultural sensitivity have more metacultural understanding and considers ways to improve their situation. Allow marriage migrant provide their own professional to enter long-term care service and integrate in society better.
